Thailand Cannabis Flower Medical Use Only – Sales Banned

BANGKOK, THAILAND – Thailand has reclassified cannabis flower for medical use only, banning general sales, advertising, and recreational use with immediate effect. The Ministry of Public Health announced the new regulation through the Royal Gazette on Wednesday.

This decision closes a chapter of open cannabis commerce and reinforces a state-controlled, medical-only framework.

What the New Regulation Says

The government has implemented strict rules to control every aspect of cannabis flower handling. These include:

  • Cannabis flower now qualifies as a controlled herb.
  • Individuals must obtain a license under Section 46 to study, process, sell, or export cannabis flower.
  • Licensed businesses must:
    • Record and report product origin, use, and inventory.
    • Buy and sell only through certified, licensed channels.
    • Source all products from approved cultivators that meet Ministry standards.
  • Doctors may prescribe cannabis flower, but only for approved medical purposes.
  • Recreational smoking in commercial settings is no longer allowed.
  • Businesses cannot sell cannabis through vending machines or online platforms.
  • Advertising is banned on all channels—print, digital, and broadcast.
  • Retail sales are prohibited at:
    • Religious sites
    • Dormitories
    • Parks
    • Zoos and amusement venues

What Remains Legal

Thailand cannabis flower medical use continues to be legal. However, patients must receive prescriptions from certified Thai physicians. Medical professionals must follow state guidelines and only issue cannabis from certified sources.

Previously licensed operators must review and realign operations to comply with the updated rules. Failure to do so may result in penalties or license revocation.
