Praween Chanklai, also known as “Kamnan Nok,” runs two construction companies: P. Phatanarungrod and P. Raweekanok. Together, these companies have won contracts for 1,544 building projects in 11 states. Police investigations have found that these contracts have been worth 7 billion baht since 2011.
Praween, the former head of Ta Kong sub-district in Mueang district of Nakhon Pathom province, is in police custody for allegedly killing a highway police officer and wounding another at his house on September 6, after one of the victims said no to his request to promote one of his men.
Several state agencies, including the Department of Special Investigation, the National Anti-Corruption Commission, the Public Sector Anti-Corruption Commission, the Revenue Department, and the Central Investigation Bureau, are looking into Praween’s huge construction business to find out if the contracts with state and local agencies were won by fixing prices or scaring off competitors.
Most of the building projects are for roads, and each one costs between 30 million and 300 million baht. They include work on Highways 375 and 346 in the Nakhon Pathom districts of Don Toom and Lum Look Bua, respectively.
Since 2011, Praween’s two construction companies have been given 1,554 building jobs in the following places:
1 498 projects in Nakhon Pathom
Three projects in Bangkok
13 projects are in Kanchanaburi.
One project in Kamphaeng Phet
6 projects in Chachoengsao
Project No. 1 in Nonthaburi
Two projects by Prachuap Khiri Khan
Three projects in Phetchaburi
Six projects in Ratchaburi
Four projects in Samut Sakhon
7 projects in Suphan Buri
It is thought that the contracts given to Praween’s companies in Nakhon Pathom alone were worth about 6.8 billion baht.
The Provincial Administration Department, the Local Administration Department, the Highways Department, the Rural Roads Department, the Royal Thai Air Force, the Royal Thai Police, and the Office of the Higher Education Commission are all state bodies that work with Praween’s companies.
