In Pattaya, a parliamentary committee comprising 60 MPs has strongly recommended transforming the Eastern Economic Corridor into Thailand’s very first legal casino complex. In addition to gambling facilities, this complex would include luxury hotels, upscale dining options, and family-friendly entertainment within a designated area.

The proposal is specifically focused on the vicinity of U-tapao International Airport in Rayong province, a short distance from Pattaya. Julapun Amornvivat, the committee chairman, emphasized the significant potential benefits of such complexes while acknowledging concerns surrounding issues like addiction and family impacts.

Following this recommendation, the report is set to undergo Cabinet review, with an expectation of seeking additional public feedback before final endorsement. It is projected that a parliamentary bill addressing this matter will be deliberated by the conclusion of 2024. The casino project near Pattaya is seen as a pilot initiative before potential expansion to other cities across the country.

While some Thai citizens maintain reservations about legalized gambling, particularly due to challenges in regulating online gambling, the younger generation recognizes the current landscape. Thai Prime Minister Srettha Thavisin actively promotes tourism initiatives, including simplifying visa requirements for international tourists and positioning Thailand as LGBTQ+-friendly.

Gaming industry experts advise Thai authorities to implement strong safeguards for the future gaming sector. Suggestions include introducing entry fees to discourage those less affluent and maintaining the ban on online betting and underground gambling establishments. Currently, Thailand, along with Indonesia and Brunei, remains among the few Southeast Asian nations prohibiting gambling.

Major international gaming entities such as Las Vegas Sands and MGM Resorts have shown interest in obtaining operational licenses in Thailand. Should these be approved, the Rayong casino and others could potentially contribute significant annual revenue to the Thai government. The potential expansion of gambling offerings to include forms like online sports betting, foreign exchange betting, and stock index wagering will hinge on the progressive approach adopted by Thai authorities.
