Hong Kong man charged with drugs during Songkran

Wang Thong Lang police apprehended Mr. To Wai-Kil, a 48-year-old citizen of Hong Kong, on April 15 for allegedly concealing a significant quantity of ketamine and “Happy Water” drugs and attempting to bring them into the S2O Songkran Music Festival 2024 at Life Park, Bang Kapi Subdistrict, Huai Khwang District, Bangkok.

During the event, Wang Thong Lang police, along with K-9 units and security personnel, collaborated to ensure safety by implementing stringent drug checks, screening attendees and items, and enforcing an age restriction prohibiting individuals under 20 from entering. Over 200 officers were deployed to maintain security and prevent any untoward incidents.

Around 9:30 p.m., security personnel identified a suspicious foreign individual distributing red and black envelopes to festival-goers, prompting them to alert the police for further investigation. With the assistance of a Chinese interpreter, law enforcement discovered five red and black envelopes in Mr. To’s backpack, containing 67.459 grams of Happy Water (classified as a category 1 narcotic) and 1.542 grams of ketamine (classified as a category 2 psychoactive substance).

Subsequently, investigators searched Mr. To’s hotel room in Rachada, Bangkok, where they uncovered three additional black envelopes labeled “SIMMPLE” on the dining table. These envelopes contained 4.089 grams, 4.099 grams, and 3.468 grams of Happy Water respectively. Additionally, 0.495 grams of ketamine and eight blue and white resealable plastic bags containing a total of over 80 grams of Happy Water and over 3 grams of ketamine were found on the dining room table.

On April 16, Mr. To was formally charged with unlawful possession of category 1 narcotics (methamphetamine), unlawful possession of category 1 narcotics (Happy Water), and unlawful possession of category 2 psychoactive substances (ketamine). He was taken into custody at Wang Thong Lang Police Station for further investigation.
