Deputy Prime Minister Phiphat Ratchakitprakarn is scheduled to convene an Eastern Economic Corridor Policy Committee (EECPC) meeting early next month to finalize recommendations for the Three-Airport High-Speed Rail project before presenting them to the cabinet for approval.
Mr. Phiphat stated on Tuesday that the Office of the Attorney-General (OAG) has expressed concerns regarding the proposed “build-and-pay” payment model, cautioning that it could compromise fiscal discipline.
The EECPC will review these concerns and consider necessary amendments to the joint investment agreement to ensure compliance.
Once the committee reaches a consensus, the proposal will be forwarded to the cabinet for a final decision.
The government plans to establish a clear operational framework for the project before transferring it to the next administration.
The high-speed rail will connect Don Mueang, Suvarnabhumi, and U-Tapao airports, forming a vital part of the EEC development strategy.
Mr. Phiphat also confirmed that the EECPC has been tasked with gathering data and solutions to address potential obstacles, facilitating the project’s progress.
Additionally, to boost investor confidence and promote development around U-Tapao Aviation City, he intends to propose a public-private partnership (PPP) to develop a large-scale sports complex covering over 1,500 rai. This facility would host international sports events, serve as a medical hub, and include comprehensive amenities such as athlete housing.
