Thailand is preparing its biggest tourism strategy overhaul in years, shifting away from chasing visitor numbers toward attracting high-value travellers, according to the Ministry of Tourism and Sports. Tourism and Sports Minister Surasak Panjaroenvorakul unveiled the new policy on July 13 while opening the Tourism Authority of Thailand's Action Plan 2026 conference in Bangkok, setting the agency's direction for what officials are calling "The Year of Transformation" ahead of a global marketing campaign in 2027.

A New Playbook for 2027

The four-day conference, running July 13-16 at the Grand Centre Point Lumpini Hotel, will define TAT's operational direction for next year. Officials outlined four strategic priorities: strengthening Thailand's position as a high-value destination, balancing tourism markets while improving competitiveness, using data and artificial intelligence to guide planning, and building a more agile, high-performing organization.

Four Pillars Driving the Transformation

TAT Governor Thapanee Kiatpaiboon described 2027 as a defining year for the organization, with the overhaul extending beyond marketing into corporate structure and product development. The plan rests on four pillars: restructuring around high-value visitor segments, replacing product-led promotion with experience-led marketing aimed at drawing visitors year-round, introducing new growth drivers such as the life economy, creative culture and sustainable tourism, and transforming TAT itself into a faster, more data-driven organization.

Spreading Tourism Beyond the Usual Hotspots

A central goal of the strategy is to extend tourism income into secondary cities and local communities rather than concentrating benefits in established destinations such as Bangkok, Phuket and Chiang Mai. Natthariya Thaweewong, TAT chairperson and permanent secretary of the Ministry of Tourism and Sports, said the 2027 action plan must focus on measurable outcomes, including added economic value, wider income distribution and stronger competitiveness.

What Comes Next

TAT will hold a market briefing for Thai tourism operators, followed by a Tourism Clinic on July 21 at the Queen Sirikit National Convention Centre in Bangkok, where businesses can meet the agency's overseas directors and gather market intelligence. A national press conference is planned for August, when TAT will unveil its full 2027 global marketing direction. For travelers, the shift signals a Thailand less focused on raw arrival numbers and more geared toward premium experiences, extending the tourist season across the calendar year.
